Summary Under the direction of the Director of Engineering, NJ Division, this position will be responsible for managing a staff of engineers and project managers that support all Highlands operations and Water Quality Capex Programs/Projects for NJ Division. Responsibilities include project delivery from inception to completion, including preliminary conceptual development, detailed engineering design with support of external engineering consultants; construction cost estimation, procurement, construction administration, supervision and inspection, startup and commissioning, and project closeout documentation delivery, including as-built plans, O&M manuals, and SOPs. Duties of the Senior Manager of Engineering will also include day-to-day technical support of operations, coordination between operations and engineering, development, and implementation of capital improvement projects for Water and Wastewater operations, supply, treatment and distribution systems, development of capital budgets and forecasting and accruals. Utilization of systems (PPM and ePBCS) for creating funding projects and tracking/forecasting expenditures and asset creation in the asset accounting system (PowerPlan). Manages all aspects of the Highlands water main and sewer collection system (DSIC and WSIC) programs. Support Highlands Operations and T&D department as needed. Attend operations weekly meetings. Implement the SCM policy and make sure that all of your engineers, and project managers are following the policy. This role will be responsible for providing engineering support to Director of Operations and local operations team as needed.Primary Duties / Responsibilities Responsible for managing the annual capital improvement projects/programs averaging $15 to $30 Million for Highlands Water and Wastewater systems. Manages, plans and directs all aspects of engineering activities within the business units including conceptualization, process optimization, project budgeting and justification, design objectives and constraints, design details, and construction management, project close-out, payment processing and asset management through PowerPlan. Manages all of the business unit infrastructure including the DSIC and WSIC programs Responsible for identification and implementation of process improvements for department and efficient work practices and asset as-built record keeping for all department activities. Manages, designs and administers infrastructure renewal program. Responsible for leading and supervising engineering team as they develop, test, modify, and create solutions to technical, management and operational issues. Sets priorities and reconciles directions from competing interests. Work on programs with complex features. Work with stakeholders and corporate departments to protect the interests of the organization. Continual coordination and developing of relationships and networks with local, County and State agencies. Demonstrates expertise in a variety of the field's concepts. Relies on extensive experience and judgment to plan and accomplish goals. A wide degree of creativity and latitude is expected. Performs a variety of tasks with minimal supervision. Providing a level of professionalism to protect the interests of the organization, Develop, refine and evolve engineering project specifications in conjunction with operations, customer service and utility industry initiatives. Evaluates engineering work flow processes, policies, and procedures to identify improvements in efficiency for process optimization. Evaluates water and wastewater facilities and identifies system improvements creating vision and plans for long-term and short-term system optimization and compliance. Responsible for interpretation and implementation of all project-related environmental regulatory requirements to assure compliance. Develops engineering standards and guidelines. Assist with preparation of the rate case Capex filing, as well as responding to the rate case interrogatories. Testify in front of the Board of Public Utilities during NJ Division Rate cases if required. Similar support for DSIC and WSIC filings. Routinely interacts, and coordinates company engineering activities, with Municipal, County and State Officials regarding legal and regulatory, requirements, regulations and policy to ensure compliance and best practices. Work closely with EH&S Departments to ensure projects meet all local, state, and federal laws and regulations. Including OSHA, DEP, EPA Leads, plans and directs the work of others. Hire, train, and mentor other engineers, rotational engineers, interns and supporting staff. Manage team of three to five engineers and project managers in developing, budgeting, justifying and implementing capital expenditure plan for the Highlands systems and all new acquisitions in the area. Prepares and manages all aspects of project initiation including the preparation of all funding projects, work orders, project justifications, change requests, reporting for all division activities. Manage consultant and contractor interview and MSA initiations. Coordinate the completion of all EHS training and ensure the proper execution of activities in accordance with organization goals. Power Plan asset management including completion of proper as-builts to ensure unitization. Manage the divisions records and as-builts for all facilities and infrastructure. This position and/or subordinates will be on emergency supervisor schedule for Highlands systems which will require 24/7 response to Operational emergencies approximately 8 weeks per yearQualificationsEducation / Experience / Background Bachelor's Degree in Civil / Environmental Engineering Master's Degree preferred PHD is a plus 15 years of experience as a Senior Engineer or Manager for water / wastewater responsible for planning, designing, engineering and constructing projects ranging in complexity and size Inspection and construction management experience in fields of utility engineering and general civil construction Demonstrated success with environmental regulatory compliance and permitting, including drinking water quality standards and compliance, especially in NJ Demonstrated success in managing and adhering to project budgets and schedules Experience in the use of AutoCAD, Civil 3DKnowledge / Skills / Abilities Fifteen years as a Civil Engineer for major projects ranging in complexity and size Extensive experience in managing capex budgets Extensive experience with managing multiple large projects per year Possesses broad knowledge of multiple processes and/or engineering disciplines, augmented with good experience and seasoning, to the point where they can address the most complex projects or address the most complex challenges, such as leading a response to an emergency. May propose capital projects, or identify other work that will benefit SUEZ and/or a customer, based on their expertise in one or more areas Experience in managing water and wastewater infrastructure new and replacement projects Experience in managing and adhering to project budgets and schedules Excellent analytical, organizational, computer and interpersonal skills Exercise discretion and independent judgment Extensive Knowledge of MS Office, and AutoCAD.
