the direction of the Manager of Network Engineering - NJ Utility
Division, the incumbent will manage Water Utility Network
Engineering functions, and develop and implement capital
improvement projects primarily for water transmission/distribution
networks. Specifically, this includes management of projects from
inception to completion, including preliminary concept development,
detailed engineering design, permitting, bidding, construction
supervision, commissioning, and as-built plans. Projects will
generally be focused on below ground assets. This position is
responsible for managing all activities related to the successful
planning and execution of medium and large capital infrastructure
projects from inception to completion, the size and sensitivity of
which have a significant impact on operational, financial,
regulatory and/or other company objectives. The candidate works
closely with engineering and operations personnel at the local
business units, managing and coordinating project activities
utilizing a cross functional team approach. The candidate works to
ensure stakeholder satisfaction by delivering projects in
accordance with the success criteria defined by the manager (i.e.,
operational performance and efficiency, budget, schedule,
regulatory compliance, safety, etc.) Primary
Duties/Responsibilities: Manage water distribution projects from
inception to completion, including conceptual design/development,
development of the project plans, support internal funding
approvals, and construction coordination and oversight.
Independently manage up to approximately $5MM of water distribution
projects (water main assessments, extensions, replacements,
relocations, and rehabilitations) annually along with other
projects/tasks and potentially wastewater collection system on
limited basis. Develop technical, bidding and contractual documents
in accordance with engineering guidelines including negotiations of
agreements in coordination with supply chain management. Ensure
Technical and Environmental Health and Safety/Security standards
are incorporated into the design specifications. Manage
environmental and governmental permitting in coordination with
local business unit staff. Provide project oversight of design and
construction management personnel to ensure timely completion of
assignments, budget compliance and adherence to applicable
standards. Drive efficiency into project delivery through the
monitoring of delivery metrics. Report Project statuses and issues
affecting performance to Management Participate in the development
of engineering design and delivery processes and standards. Support
the local operations and business development team to identify
opportunities for additional services, support development of new
proposals. Provide technical expertise on engineering and
operational issues and support facility condition assessments for
our water/wastewater systems. Collaborate with the Engineering
Manager and the Operations group to assist in fulfilling their
requirements and achieving operational, regulatory compliance, and
health & safety objectives. Ensure effective utilization of
Veolia's tools and applications for project Management. Develop
funding project requests and update asset accounting records in
computer systems. Participate in master planning and capital
improvement plans. Assist the Director of Engineering & Manager of
Engineering in developing analysis and reports to be provided to
regulators, internal or external customers as required. Provide
Support to the Director of Engineering, the Manager of Engineering
and the Rates Department as needed during the Rate Case filing, the
DSIC foundational filling, etc. Provide scheduled and emergency
on-call operations support, as required; typical emergency coverage
is a full week approximately six times per year. Prepare
preliminary, engineering, and detailed cost estimates. Develop
Project budgets, track costs, forecast expenditures, ensure
alignment with budget and prioritize projects based on available
funding and risk assessment. Manage several projects simultaneously
ranging is scope from small to very large. Manage pipe condition
assessment projects. Utilize a good working knowledge of
engineering, project management and construction management
practices in managing projects. Utilize good working knowledge of
industry standards, regulatory requirements (state and federal -
water quality, environmental, and safety), operational techniques
and new technologies in managing projects. Assist and/or prepare
permits (Master Permit) and reports (miles of main, in-foot).
Preparing and leading coordination meetings with internal T&D
inspectors supporting field investigations and main
replacement/extension projects. Provide assistance to the New
Business Team as required, specifically in the review of fire
calculations for new development and complex new service
applications. Work Environment: The work environment is typically
in an office/field environment but requires periodic inspection of
the facilities where the employee will also be occasionally exposed
to outside weather conditions and an industrial plant environment
which involves moderate exposure to unusual elements, such as
extreme temperatures, dirt, dust smoke, unpleasant odors, and/or
loud noises. Work environment also involves some exposure to
hazards or physical risks, which require following industry safety
procedures. Certain projects may also require construction to take
place off hours (overnight, weekends). The duties of this position
will require frequent travel to sites in Bergen/Hudson counties and
infrequent travel to sites in Passaic, Morris, and Sussex Counties,
in New Jersey. Qualifications Education/Experience/Background:
Bachelor's Degree in Civil, Mechanical or Environmental Engineering
or related field. Minimum 5 years of experience in a related field,
including managing water/wastewater design and construction
projects for water transmission/distribution systems and wastewater
collection systems. Experience with environmental regulatory
framework and permitting approvals preferred. Possesses broad
knowledge of multiple processes and/or engineering disciplines,
augmented with solid experience and seasoning, to the point where
he/she can address complex projects and address complex challenges.
Knowledge/Skills/Abilities: Strong project management skills
(initiating, planning, executing, monitoring, controlling and
closing). Ability to work effectively on all project phases from
planning, design and construction, independently and in team
environment. Thorough working knowledge of water and wastewater
conveyance. Ability to collaborate effectively across the
enterprise to gain delivery efficiency by engaging best management
practices and subject matter expertise as needed. Strong
interpersonal effectiveness skills, visible "leadership by example"
utilizing participative management involving employees and teamwork
whenever possible. Proficiency in Google Sheets/Microsoft Office
Excel is required; AutoCAD, ESRI/GIS, PowerPlan, INFOR experience
is a plus; computer skills in Google Workspace, MS Office Suite of
products and other planning/performance monitoring tools is a plus.
Strong communication, presentation and analytical reporting skills.
Ability to communicate effectively in written form (email,
memoranda, reports, status updates, etc.) and verbally (group
meetings, virtual meetings, internal presentations, external
presentations). Financial analysis skills, including budget
management, ongoing assessment of project risks/opportunities and
basic accounting knowledge. Hydraulic Modeling expertise is a plus.
Required Certification/Licenses/Training: Professional Engineer
(P.E.) License in State of NJ is a plus. PMP and/or Construction
Management certification is a plus. Additional Information Pay
